Raising a Concern Within the Club
Procedure for Raising a Breach of Conduct Concern Against an Omagh Harriers A.C. Member
1. Submit a Written Complaint
- The complaint must be submitted in writing to the Club Chairperson or another designated officer (e.g., Club Secretary) if the Chairperson is involved in the complaint.
- The written complaint should include:
- A clear description of the alleged breach.
- The date(s), time(s), and location(s) of the incident(s).
- Names of any witnesses and any supporting evidence.
2. Acknowledgment and Initial Review
- The Club will acknowledge receipt of the complaint within fourteen days.
- The Club Chairperson (or another impartial officer) will conduct an initial review to determine:
- Whether the issue falls within the club’s remit.
- Whether it warrants further investigation.
3. Investigation
- If the complaint is deemed valid, an investigation will be initiated. This may involve:
- Appointing a small group from the Committee or a neutral third party to investigate.
- Speaking to the complainant, the accused member, and any witnesses.
- Reviewing relevant evidence or documentation.
4. Meeting or Hearing
- If the investigation warrants, a disciplinary meeting or hearing will be held.
- Both the complainant and the accused member will be invited to present their perspectives.
- An impartial panel, composed of non-conflicted Committee members, will oversee the process.
5. Decision and Actions
- After reviewing all evidence, the panel will decide on an appropriate course of action, which may include:
- Dismissing the complaint if unfounded.
- Issuing a warning or written reprimand to the member.
- Suspension or removal of the member.
6. Appeal Process
- The accused member has the right to appeal the decision. The appeal must be submitted in writing within 5 days.
- The appeal will be reviewed by a separate group of impartial members, possibly involving input from a regional or national athletics body if necessary.
7. Confidentiality
- All complaints and proceedings are to be treated with strict confidentiality to protect the integrity of the process and the individuals involved.

- Refer to the Code of Conduct, which should outline the procedures for dealing with disciplinary matters. If these documents are not readily available, contact the Club Secretary for guidance.
Additional Advice
If the complaint involves significant misconduct or legal matters, the Club may escalate the issue to Athletics Northern Ireland for further advice or intervention.
